Library Management Division (LMD) is the Municipal structure responsible for promoting access to information for all citizens living or developing any sort of activity in the City of Lisbon. Therefore, LMD specific goals are:

  • To respond and anticipate the needs of information and knowledge
  • To encourage the use of information resources in a Lifelong Learning perspective
  • To promote reading and information literacy as basic competencies for an active citizenship
  • To give the necessary support for leisure activities.

LMD is responsible for managing eighteen libraries – one central library (Palácio Galveias and Hemeroteca),, ten branch libraries, three specialised libraries, two mobile libraries and one public garden service point, which form Lisbon’s Municipal Libraries Network.

Lisbon’s Municipal Libraries Network offers modern services and facilities to about 500.000 inhabitants, plus 200.000 mobile population, updated to respond to the needs of information, learning and leisure activities: over 800,000 documents (books, periodicals, electronic documents, etc.), reference and information services, online reference services, children and family services, learning and educational services, an automated catalogue (available through a library information system), free Internet access through 121 workstations available to users, scanning, printing and photocopying services, 900 reading seats and external library services for persons with disabilities.

Since the creation of the first municipal library in 1883 till now, Lisbon’s Municipal Libraries have generated several innovations at process, product-service and technological levels. One of our latest innovations is the ULISSES Programme based on a benchlearning methodology and on a Lifelong Learning approach. This program is targeted at the development of information literacy competences in Lisbon’s Municipal Libraries Network.
